The Discipline Committee ordered that the teaching certificate of Kevin Hector James Bouchard be revoked for sexually abusing two students (Student 1 and Student 2) by engaging in a pattern of grooming behaviour, sending them numerous inappropriate messages of a sexual nature on Facebook outside of school hours. Bouchard also engaged in unprofessional conduct towards colleagues and students.

Bouchard, who was certified to teach in April 2014, attended the hearing on June 10, 2025, and had legal representation.

During the time in question, Bouchard was employed as an occasional teacher by the Huron-Superior Catholic District School Board.

Bouchard found and initiated contact with Student 1 and Student 2 on Facebook or Facebook Messenger after meeting them as their supply teacher. Bouchard then sent them messages of a personal nature which quickly developed into messages of a sexual nature.

Bouchard attempted to communicate with Student 1 by asking her what she was up to and how her summer was. Bouchard then sent messages to her that were indicative of a sexual interest in her such as: “your boyfriend is lucky to have you” and “you turned into a beautiful girl.”

Bouchard sent Student 2 multiple messages complimenting her appearance, such as: “Your [sic] really cute!!!” and “your [sic] way too cute hun!!”. Other comments made by Bouchard indicated a more explicit sexual interest in Student 2: “Your short crop tops would be to [sic] distracting for me”; “you have a sexy tummy!!”; and “teasers get spanked. Lol!!! JK!!!”.

Additionally, Bouchard demonstrated a lack of professional judgment by showing a movie with violent and disturbing content to students, by raising controversial topics to students in class, and by ignoring and being dismissive of a principal and an educational assistant while teaching.

The Discipline Committee panel ordered that Bouchard’s Certificate of Qualification and Registration be revoked and that he receive a reprimand.

In their decision, the Discipline Committee panel stated, “It is completely inappropriate for a teacher to abuse their position of trust and authority to engage in sexual abuse of students by grooming them and sending them [sic] messages of a sexual nature to them. Such actions cast serious doubt on [Bouchard]’s moral and professional judgment.”
