The Discipline Committee ordered that the teaching certificate of Ken Ishwar Beebakhee be revoked. A majority of the Discipline Committee found that Beebakhee sexually abused a student during a summer program abroad in 2010 and used inappropriate classroom management techniques when he was teaching for the Toronto District School Board during the 2018-2019 academic year.
Beebakhee, who was certified in June 1996, attended the hearing on August 13 and 14, 2024, November 13, 18, 19, and 27, 2024, January 8, 9, and 20, 2025, March 4, 5, and 24, 2025, and January 7, 2026, and had legal representation.
According to the majority of the Discipline Committee panel, Beebakhee’s misconduct involved engaging in sexual behaviour with a student, including squeezing the student’s thigh under her skirt during a summer program abroad, and using inappropriate classroom management techniques such as requiring students to stand with their arms raised or sit in a “chair of honour” and allowing them to identify another student who was misbehaving to take their place in these positions.
After the Discipline Committee panel dismissed Beebakhee’s motion for a stay of proceedings, the majority of the panel found Beebakhee guilty of professional misconduct and the panel ordered that his Certificate of Qualification and Registration be revoked and that he receive a reprimand. The panel noted that this penalty was mandatory in this case given the majority’s finding of sexual abuse.
Beebakhee was also ordered to pay $20,000 in costs to the College, over five years, at a minimum rate of $4,000 per year.
