The Discipline Committee ordered that Andrew Franklin Tile receive a reprimand and complete a course on ethical and professional responsibilities for failing to provide a student with timely and adequate Individual Education Plan (IEP) documentation.
During the time in question, Tile was employed as a teacher by the York Region District School Board.
Tile, who was certified to teach in August 1997, did not attend the hearing on August 13, 2025, but was represented by legal counsel.
Tile’s professional misconduct included:
- Failing to provide the student with a copy of his IEP within 30 days of the start of the academic year, as required.
- Failing to provide the student with a copy of his updated IEP with his final report card when he graduated from his program, despite repeated requests from the student’s family, resulting in there being no transition plan initially provided to the student.
- Keeping and submitting deficient records as, when the IEP was eventually sent, it was incomplete, unsigned and contained errors, including report cards with sections that appeared to contain comments meant for another student, and a transition plan, a required part of the IEP, that was not updated to include the final transition meeting.
As a result, the student had to use an outdated IEP to apply for a position in programs that he was ultimately not selected for.
The Discipline Committee panel found Tile guilty of professional misconduct and directed him to receive a reprimand. He was also ordered to complete a course on ethical and professional responsibilities related to students with identified needs.
In its written decision, the panel stated, “Members of the profession are expected to provide students with timely and adequate IEP documentation. It was unacceptable for [Tile] to disregard his professional responsibilities and put Student 1’s academic success at risk.”
