What is the role of the College's Investigation Committee?

There are several committees that help govern the College. Each committee has a unique role in protecting the public interest.

For example, the Investigation Committee considers all complaints regarding Ontario Certified Teachers and determines the appropriate outcome for those complaints.

2022 membership fee

If your membership fee isn’t deducted through payroll, please pay the membership fee directly to the College. You can pay with credit or debit through your bank, via E-Services on the OCT membership app or oct.ca, or by cheque no later than April 25, 2022.

Our offices at 101 Bloor Street West in Toronto remain closed to the public, however, we are open for business online. We accept documents by mail or through the drop box on St. Thomas Street.

Pay your 2022 membership fee

Discipline Committee panels conduct public hearings into allegations of professional misconduct or incompetence. Full panel decisions are posted to the member’s public register profile.

Suspension, reprimand, conditions – A Discipline Committee panel suspended the certificate of Gary Wayne Maddeaux for repeatedly engaging in physically and verbally aggressive behaviour towards a student. Read more.

Suspension, reprimand, conditions – A Discipline Committee panel suspended the Certificate of Qualification and Registration of Leonard Stuart Cohen for making several inappropriate remarks to a student and for engaging in inappropriate and unwelcome conduct towards a colleague. Read more.

Suspension, reprimand, conditions – A Discipline Committee panel suspended the certificate of Dason Kent Lyons for abusive behaviour towards his students. Read more.

Kevin Mark Morphet, #466383
Revocation, reprimand – A Discipline Committee panel revoked the teaching certificate of Kevin Mark Morphet for sexually abusing several female students and exposing students to remarks of a sexual nature, which constitutes sexual misconduct. Read more.

Kar-Fai Andy Toh, #431290
Suspension, reprimand, conditions – A Discipline Committee panel suspended the certificate of Kar-Fai Andy Toh for repeatedly engaging in inappropriate electronic communications with students and failing to maintain appropriate professional boundaries, including through his involvement with student photos and the school yearbook, which was contrary to this principal's direction.
