The College is continually introducing new self-serve options as part of our overall effort to enhance your service experience. These new services, available via your online account on oct.ca, enable you to:

  • reset your College account via SMS text message or email. You can do this on the page where you log in:
    • members
    • applicants
  • upload documents directly into our systems
  • print your Professional Designation document (members only), and more

Our new self-serve options are easy to use and accessible 24/7, at your convenience.

Complaint resolution

The College's Complaint Resolution Program (CR) promotes the resolution of suitable complaints.

The College assesses every complaint to determine whether it is suitable for CR. A complaint is considered suitable for resolution if it appears the matter could be resolved by way of agreement, in the public interest, without a full investigation and potential discipline hearing.

CR also allows the College to resolve complaints more expeditiously, in line with the College's commitment to be both nimble and accountable to members whose conduct has been impugned.

Certain types of allegations, such as sexual misconduct, sexual abuse, prohibited acts involving child pornography, prescribed sexual acts and incapacity are not suitable for participation in the CR program.

In 2022, the College resolved 82 complaints through the CR program.

Discipline Committee panels conduct public hearings into allegations of professional misconduct and/or incompetence. Full panel decisions are posted to the member’s public register profile.

Suspended, reprimand, conditions, costs – A Discipline Committee panel suspended the teaching certificate of Joseph Wayne Arsenault for inappropriate conduct, which included sexual misconduct. Read more.

Edward Allan Bohn, #186197
Suspension, reprimand, conditions – A Discipline Committee panel suspended the teaching certificate of Edward Allan Bohn for, on multiple occasions, violating professional boundaries with students, including meeting with students in private, hugging students, and counselling a student despite not being qualified to do so. Suspension, reprimand, conditions – A Discipline Committee panel suspended the teaching certificate of Gregory Scott McMaster for engaging in a pattern of inappropriate conduct, which included threatening students and engaging in physically intimidating behaviour in class. Read more.

Reprimand, conditions – A Discipline Committee panel ordered Shelley Mancuso to be reprimanded for engaging in culturally insensitive conduct in class. Read more.

Suspension, reprimand, conditions – A Discipline Committee panel suspended the teaching certificate of Allan Jay Dinglasan for abusing a student verbally, physically, and psychologically or emotionally. Read more.

Darren Jeffrey Mansfield, #479868
Revocation, reprimand – A Discipline Committee panel revoked the teaching certificate of Darren Jeffrey Mansfield for engaging in a pattern of inappropriate conduct towards five students, including engaging in sexual intercourse with one student on multiple occasions. Read more.
